On July 3, 2024 the Department of Defense (DoD), in conjunction with the Government of Japan, has announced an ambitious modernization plan aimed at upgrading the U.S. tactical aircraft stationed across various military installations in Japan. As part of a substantial $10 billion initiative, this strategy aims to fortify the US-Japan alliance, enhance regional deterrence, and uphold peace and stability in the Indo-Pacific.
The US military’s decision to station advanced aircraft in Japan is a response to the increasingly volatile security environment in the region. With rising tensions involving China, Russia, and North Korea, Japan’s strategic location makes it a pivotal ally. The introduction of cutting-edge fighter jets underscores the commitment of both nations to maintaining a free and open Indo-Pacific.
Interestingly, the centerpiece of this modernization initiative is the significant upgrade at Kadena Air Base. The U.S. Air Force will deploy 36 F-15EX aircraft, replacing the aging fleet of 48 F-15C/D aircraft. This transition is part of a broader strategy to divest obsolete assets and integrate state-of-the-art technology. The F-15EX, a formidable platform equipped with advanced avionics, radar systems, and weaponry, represents a substantial leap in capability. This move not only modernizes the fleet but also aligns with the overarching goal of maintaining air superiority in the region.
Another key aspect of the modernization plan involves the U.S. Air Force’s upgrade at Misawa Air Base. The current fleet of 36 F-16 aircraft will be replaced with 48 F-35A aircraft. The F-35A, known for its stealth, advanced sensor suite, and multirole capabilities, offers a significant boost in tactical aircraft capacity and capability. This transition is not merely a numerical increase but a qualitative leap in operational potential.
The F-35A’s ability to conduct various missions—from air superiority and strike missions to intelligence, surveillance, and reconnaissance—makes it a versatile asset. Its introduction to Misawa Air Base will enhance the U.S. and Japan’s combined airpower, providing a strategic edge in the region.
Despite the reduction in the number of aircraft, the introduction of the F-15EX ensures a significant enhancement in combat effectiveness. The Joint Force will maintain a rotational presence of both 4th and 5th generation tactical aircraft at Kadena Air Base during this transition. This blend of capabilities is designed to address a wide range of operational scenarios, ensuring readiness and flexibility.
