In a recent off-camera press briefing, Major General Pat Ryder, Pentagon Press Secretary, addressed the ongoing conflict between Russia and Ukraine. The Russian government has accused the United States of providing intelligence and targeting support for a Ukrainian ATACMS (Army Tactical Missile System) attack that resulted in civilian casualties. General Ryder’s responses emphasized Ukraine’s sovereignty in making operational decisions and denied U.S. involvement in target selection.
The ATACMS is a long-range, surface-to-surface missile system developed by the United States, known for its precision strike capabilities. This missile system is capable of engaging high-value targets such as command centers, logistics facilities, and air defenses. With a range of up to 300 kilometers, ATACMS provides the Ukrainian military with significant strategic depth. The missile’s accuracy is enhanced by GPS guidance, allowing it to hit targets with high precision, which is critical in minimizing collateral damage.
General Ryder reiterated that Ukraine independently conducts its military operations, including targeting decisions. While the U.S. provides general intelligence support to Ukraine, there is no direct involvement in specific targeting processes. This distinction is crucial, as it underscores the operational sovereignty of the Ukrainian military and the strategic autonomy they maintain in their defense efforts.
In contrast, Russian forces have been observed employing a strategy that places military assets in or near civilian areas. This tactic aims to deter Ukrainian attacks by leveraging the presence of civilians as a protective shield. The Institute for the Study of War (ISW) highlighted instances where Russian military assets were positioned near the Zaporizhzhia nuclear power plant and within school premises, violating international humanitarian laws that prohibit the use of civilian areas for military purposes.
Russia’s strategy of using civilian areas as shields is deeply troubling. It endangers civilian lives and violates the principles of proportionality and distinction under international humanitarian law. Strategically, while this approach may offer short-term tactical advantages by complicating enemy targeting decisions, it undermines long-term military ethics and erodes international support.

The recent ATACMS attack on occupied Crimea, which allegedly resulted in civilian casualties, has been a focal point of Russian accusations against the U.S. The Russian defense ministry claimed that the missiles, armed with cluster munitions, caused injuries to over 20 civilians. However, it’s essential to scrutinize these claims critically. The use of cluster munitions is highly contentious due to their potential to cause indiscriminate harm, yet detailed independent verification of these incidents remains necessary.
The ongoing conflict between Russia and Ukraine continues to be fraught with complexities. Accusations and counter-accusations regarding the use of advanced weaponry like ATACMS and the involvement of external powers like the U.S. highlight the intricate dynamics at play. As the situation evolves, it is imperative for all parties involved to adhere to international humanitarian laws and strive towards a resolution that prioritizes civilian safety and upholds ethical standards in warfare.
